A New Jersey man was charged with child neglect after he choked his 9-year-old daughter outside a restaurant in the Florida Keys Tuesday night, police said.

Scott. W. Alino, 47, was arrested after a witness called police to report the incident at Hogfish Bar and Grill. The witness said he saw Alino drag the girl by her arm and start choking her, according to the incident report from the Monroe County Sheriff’s Office. He also alleged that the girl was on the verge of losing consciousness.

After confronting Alino, the witness said the girl broke free and ran away.

Alino then allegedly told the man he would “kick his a--” for telling him how to raise his kids.

Multiple witnesses also described similar incidents to police.

Alino, of Brick, initially told cops his daughter was misbehaving and he “placed his hand on her shoulder and neck area in an attempt to calm her down.” He also again allegedly stated that he did not need anyone telling how to raise his children.

Yet just before police put him in custody, he admitted to putting his hands on his daughter and said he “understands why he is going to jail.”

The girl did not want to speak to the officer and repeatedly told her mom, “I thought I didn’t have to talk to them, mommy.”

Surveillance video confirms the witness’ account.

Alino is being held at the Monroe County Detention Center in Key West. His arraignment is scheduled for May 9.
