Pa. man pleads guilty to rape charges after backlogged Delaware sexual assault kits finally tested

A Pennsylvania man has been linked to seven Delaware rapes after multiple untested sexual assault kits were tested.

Hayim Raison, 38 and of Chester, Pa., pleaded guilty to two counts of second-degree rape after police say he assaulted seven women in Wilmington, Del., between January 2014 and December 2018, according to the Delaware Department of Justice.

Prosecutors said they accepted the pleas “to not put the victims through the difficulty and uncertainty of a trial.”

All seven women will be allowed to testify at Raison’s sentencing in January if they want.

The kits were tested as part of the Department of Justice Sexual Assault Kit Initiative, which aims to clear out a backlog, funded by a $1.7 million federal grant awarded to the Delaware Criminal Justice Council in 2015.
